Would this be street legal if we took off the guns, added turn signals, some environmental EPA crap (cat converters and stuff) and seat belts?

What else would we need to make it pass inspection? (I know each state has their own laws and rules, but I'm speaking in generalities)

Safety glass (laminated) windshield, windshield wipers, horn, DOT-approved reflectors. The emissions stuff would only apply to the year of manufacture, so if it were a vintage chassis, a vintage engine would pass.
